Can i learn to speak without reading or writing?

i’m half chinese and have been around mandarin my whole life, but can barely speak it. i can understand a fair amount. that’s it. i can literally only read or write my own name in Chinese.

that being said, there are so many tones in chinese, is it really possible for me to become fluent in Mandarin without reading and writing as well? Just spoken language?
