Did my little brother get scammed?

My dad bought my little brother a tin off of eBay and 2 of the packs had the cards facing the wrong way and a silver tempest pack he opened was the wrong way and the cards were in the wrong order so I thought it was likely they were resealed and sold. Thanks in advance!
