Terminus Decree

Here’s a thought I’ve built from me listening about the Grey Knight’s Terminus Decree. Should the Emperor wake from his throne and try to walk, the Knights are there to put him back onto it and ensure he stays down. But yet we have the Custodes who are there to protect said Emperor. Why wouldn’t the top of the Custodes know about the Decree from the Grey Knights if they are that close him each day? Wouldn’t it be beneficial to have the two leaders of the groups know what to do if it were to ever happen?
