Where to place the hip quiver?

Whatever position I put it in (just above my pockets to the front, side of my hip, or slightly to the back) it keeps moving around while I walk. Makes walking through the range uncomfortable.

I am convinced I am wearing it wrong since I don't see anyone complaining about that.
