Why do women hate the average men when patriarchy and the well being of women are in control by the government and the rich people?

I totally understand that the most women are upset about how men treat them, but through schools and institutions we could make the life of women better or equally good as men. They can teach boys from young age how treat women right or they can make better conditions through law because of pregnancy.
