80's or 90's children's book about a toymaker

I'm looking for a favourite childhood Christmas book. It's about a man I think named Alfie who works in a factory sweeping or something and makes toys for children in a hospital at night, maybe? Possibly he is hired by Santa at the end? The illustrations were beautiful. Very close to the style of Barbara Cooney.
