Event collectibles

For the events that have these, like the current one, Fetching Scales for Feebas, do we know how many you can get per day? If an action spawns more than others, can tou go back to the location you picked to get them all in one day? And is it possible to get past event Pokemon or would I need to wait for them to come back?
