Crashed into my car, left his number saying he will pay for sure, now totally different attitude on call

This mf crashed at full speed into my car from the wrong side, traffic police was also there and confirmed it was totally his fault. Other cars stopped and supported me as well, perhaps because I am a student and outside my university and clearly shocked due to first time such accident I was panicking.

He was surrounded and started begging he will pay for my repairs and said to take his number, I helped him out of the mob.

Now when I call him first he talked disrespectfully and acting as if I am his servant, now a few calls later he is full out cussing and denying paying anything (not even the file charge for my insurance, not his third party insurance) and instead saying I fucking owe him.

I honestly can't really fight and all, and just blocked him. But I am unable to leave it, even if the amount is not much for me, just because I saved him from mob justice and I got abused by him.
