Overstaying

About 9 years back I overstayed my visitor visa for about 17 months, is my ban still active? I left voluntarily at my own expense. I'm yet to apply for a Dependent visa I was concerned if it will be refused? Also I was wondering what compelling reasons I can give on the cover letter without trying to justify my overstay.
