Raise Negotiations

Hello smarter people than I! I work for a company that does not offer performance or merit based raises. They do a once a year cost of living raise, roughly 3%. There is a merit based bonus that comes from you annual performance review, this year based on my salary (roughly $56k) and capping the scoring I received a raise for roughly $650 before taxes, we do get a Christmas bonus at the holidays of $150 after taxes. How would I go about asking for a raise? Since being in my position I’ve received two certificates in my field (power bi and SQL) as well as a bachelors degree.

And yes I know how crazy this might sound. Don’t even ask about how the PDO and SSL works 🥴
