Dr Phil Joke???

I havent watched this show since I was a kid, but randomly a line of Cosmo saying "Just like Dr. Phil!" from some distant memory popped into my head and I just need to know the context. I don't really remember the set-up for that punchline but I looked it up and found the "Just like The IRS!" scene which seemingly has presumably the same general set-up like it was a running joke or something. I also found that there was this episode with a "Dr. Bill" but I dont think thats related. Either way I couldn't find anything about this specific joke and, maybe it's not from the show? It couldve been a clip I saw from one of the later series or maybe one of those memes where its pngs of the characters talking to eachother but I looked through some of those and still cant find it. Does anyone have any idea what Im talking about I feel moderately insane
