Bell peppers won't turn red or yellow.

I planted red and yellow bell peppers. No matter how long I leave them on the stem they just stay green. Every year it is the same. I also have other types of peppers that are supposed to turn different colors (sweet banana peppers and Santa Fe Grande) and they also don't change. What's the problem?
