2 Agencies at the same time

Freelancers (Can Work with Multiple Clients)

Hi. Is it okay to have 2 agencies at the same time?

Agency A: pays all government mandated contributions

Agency B: only pays SSS and PhilHealth

Is that okay since neither of them deducts tax? Would that cause a problem? And will Agency A find out during a background check?
