Can I file a 2nd RTI Appeal in UP without attending the hearing?

I’m from Uttar Pradesh and I’m planning to file a Second Appeal before the Uttar Pradesh State Information Commission (UPSIC).

I’m unable to attend the hearing physically or online because I live quite far from the Commission, and I’m currently facing hearing and vision-related difficulties. I also have cataract surgery scheduled/approaching, which makes attending a video hearing difficult for me.

In this situation, can I request the Commission to decide my Second Appeal solely on the basis of my written submissions and documents, without requiring me to attend either physically or through video conference?

Has anyone in UP filed a Second Appeal with a similar request? If so, how did the Commission handle it?

Any practical advice or experience would be appreciated.
