Hand sanitizer and saran wrap before applying the stencil.

I saw this tattoo artist on Instagram who shaves the area then after cleaning it, he applies hand sanitizer and wraps the area with saran wrap for a while before removing it and applying the stencil. So, I wanted to ask since I'm an aspiring tattoo artist, what is the point in that? Does it do anything special?
