Any safe decluttering apps for fresh Windows installs?

I'm gonna factory reset my laptop, as I've had it for many years and I feel everything is weighing it down. I've heard a lot of scripts and apps to uninstall apps that come with the PC, yet I've also heard some are dangerous and it can mess up some things.

Therefore I wanted to know what people think about this topic, and what approach I should have after I reset my PC.

Bonus Question: What's the best browser in terms of performance? I've realized for some months now that Opera GX has been pretty heavy, to the point it can't run videos in fullscreen smoothly.
