Got two crazy offers, how to handle this properly?

Advice

Some background: data engineer with 4 years of experience at a small Central European startup (remote b2b), laid off 1 month ago. Non US/EU resident with a weak passport from an undesired country.

This week I got two offers and struggle to say no to either of them. Both offers are more or less the same in terms of my personal interest, tech stack, domain.

Offer 1: mandatory relocation within 3-6 weeks to Georgia. Absolutely crazy compensation location-wise, amazing company in its domain (worldwide known) - strong CV entry in future. But as far as I know (may be mistaken) people of Georgia are hostile to my nation and unwelcome. Possible relocation to EU in 2 years.

Offer 2: probation period remotely from my country and then mandatory relocation to Cyprus. Enormous total comp for my level of experience, way above the market. Path to fast track naturalisation. Almost 0 information online on that company, most employees come from Singapore and China. Cyprus office consists fully of employees of my nation.

Both of them sound competitive and strong, I am leaning towards offer 2 since it promises higher savings level + a path to EU citizenship. They say my first day will be on the 1st of September, b2b for probation, proper full time position after relocation. No docs signed before September so I have to trust them and hope they don’t withdraw the offer. Is it a common practice to sign a job contract on your first day? Can I rely on them?

There is a saying - “He that chases two hares catches neither”. Don’t want to lose the first offer but also can’t accept two of them simultaneously. What would you do?

Thanks for reading and your advice in case you share anything!
