F3 sons and daughter of USA citizen with a July 2012 priority date

Hi All I need some help - my 80+ year old father who’s a USA citizen applied for my USA green card with a priority date of July 2012. We understand that this is a F3 visa category. Currently the visa bulletin shows the date as 15 May 2012? Can someone tell me what needs to happen now? I called uscis and they said my file has gone to NVC and that’s all the agent was willing to disclose.
