Can I make an anonymous complaint about an allegedly encroached colony garden in Indore, MP?

Legal Advice Needed

I’m looking for advice from people who know the municipal/revenue complaint process in Indore.

There is a colony garden/common area that has allegedly been taken over by a serving Civil Court Judge (a lady). A boundary has been constructed around the garden and it is reportedly being used as a private garden, preventing other colony residents from using it.

There is also a water tank next to the garden which has reportedly been covered/enclosed, and a personal cow shelter (gaushala) has allegedly been maintained inside that area.

What is particularly frustrating is that the Tehsildar of the area has already put up an official board in the garden stating that construction on the land is prohibited and that the land is meant for common/public use. Despite this, residents say the situation has continued and there appears to be no effective action.
People are hesitant to complain openly because the person involved is a Civil Court Judge and residents fear possible retaliation.

So my main question is that Can I file an anonymous complaint about this?

I don’t want to make unverified accusations or get involved in a personal dispute. I simply want the authorities to Take appropriate action if the land is actually common/public land and has been encroached upon.

Has anyone in Indore, MP dealt with something similar?

I’m deliberately not mentioning the colony’s exact address or identifying details here because of concerns about retaliation.
