Is it worth spending half of your budget on hand planes?

Hey guys, I am fresh getting into the craft and for my birthday I wanted to give myself a basic kit of a few nice high quality tools.
I talked to a guy who sells some good gear locally and he proposed a kit - some measuring instrument, Japanese saw and hammer, chisels, hand planes etc.

The thing is - if you look at numbers more than half of the budget is just two DICTUM hand planes (#4 and block). He insist that it's worth it, although he has some JORGENSEN as a cheaper alternative.

Now, I don't really mind spending money on some good tools, especially if they look like they were designed by people who invented sex and I can pass them on to my grandkids. That is the point. However - I have never even used hand planes. I seriously googled what people use them for today. I just sand shit.

So I need your advice and help - is it really worth it? Is the hand plane really the most expensive part of a basic woodworker kit?

P.S. I want to build some tables and shelves first, stuff like that. I fucking love wood.
