Ghost movie about a child who sees a ghost

I'm talking an 80's or early 90's horror film

A kid gets locked in some building by other kids and he sees a little girl who is a ghost.

There's a bit where he's shouting Olly Olly Oxenfree before the kids lock him in

Does anyone know what film this could be??
