I'm an ED nurse - why can't I get a job at urgent care?

Question

I'm a year 6 CN in Emergency at a major metro hospital in Victoria. I've been in ED for 6.5 years, I do some pre-hospital work and also did a short stint in GP land and sexual health. I've been triage competent for 4 years and I have my grad cert (ED), nurse immuniser cert and cervical screening cert.

I CANNOT get a job in urgent care. I've applied to the four UCs closest to me multiple times over the last year, and I've never even gotten an interview.

In the same timeframe, I've been offered multiple ED/ICU roles (including my current role), so my CV is good enough for hospitals. I don't have any major gaps or red flags, I've mostly been in the public system and I know my references are glowing.

I've run my CV and cover letters though AI because I know they use AI to screen applications, but it's only suggestion was to reformat the dates on my CV, which I've done.

Does anyone have any insight into what's going on here?
