How easily accessible is magic/advanced technology in your worlds?

For me, magic is dictated by Spiritstones and each Spiritstone is tied to a specific job.

For example: Rubies create fire but you need to be a professional/trained dancer to be allowed to use rubies as they’re activated by dancing.

So some Spiritstones are more accessible than others.

Sunstones are only allowed to be used by royalty of a specific region while bloodstones are illegal everywhere that knows of their existence.

Mysticism is more of a religion and tied to smaller acts of magic. Mystics are very rare and practically unknown. They are the only people in the world who even know how to harness a magic outside of Spiritstones but for most it’s less powerful.
