Help with installing pkgs and activating raps

Hi all, I really need some help with ps3 homebrew and specifically activating rap files

I have a ps3 super slim cech-4301A - I have version 4.9.1

I'm running ps3hen version 3.30

I've managed to install pkgs from a usb stick using webman, but it seems like I'm only able to activate the rap files really inconsistently and find it super frustrating

I've tried copying the rap files to dev_hdd0/exdata/ using multiman

I've tried using prepiso to install the pkgs

I've tried using reactpsn, and have followed the instructions here https://consolemods.org/wiki/PS3:ReActPSN

If anyone could please help walk me through this step by step, I'd really appreciate it - I just want to play some indie games from the early 2000's
