Radiotherapy didn’t work

My husband finished his treatment in March, 35 rounds of radio and 2 of chemo for stage 2 cancer of the orapharynx, HPV positive, spread to lymph nodes. The treatment worked on the lymph nodes but not the primary tumour. We are yet to speak to the consultant face to face but it appears they aren’t offering any further treatment and will just monitor it. I’m not sure if this is good news or not? Any thoughts or advice? Thank you
