How do the Mechanicus reconcile with the fact that the Emperor isn’t part machine?

The official stance of the Mechanicus is that the Emperor isn’t the Omnissiah but the Emperor has no implants (i think?) and isnt part machine even if he has a degree of technomancy.

So is the Emperor an exemption to their metal > flesh doctrine?
