Step increase

I’m just here to vent. I feel defeated. I completed two years worth of training in a six month period because it was required for my position. My one year probation ends in a couple months. I just overheard my supervisor tell someone that even though I completed the required training, I wont get an a step increase. Even though my position has the potential to be two grades above what I am.
