Is this a scammer?

My friend met this man on supposedly on a dating site but she has never met him in real life. He made plans with her to meet and canceled the week of saying he has to be in Turkey for work. It is a scam for sure. He sent her flowers they talk on phone everyday he has a French or Norwegian accent. Never have FaceTimed claims he works for Blackboard in Boca Raton FL but says he lives in Denver area.
