Rosharan Laws

I’m currently playing a Listener that I intend to have become a Skybreaker, and am trying to find a list of concrete laws in the different countries of Roshar. A particular question is regarding whether my character could become a legal citizen in Alethkar. Currently she is “owned” by a Sleepless masquerading as a lighteyes, but it would be nice for her to have legal self agency and for me to have an actual list of laws for her to uphold.
