CLOSED? Dyckman Street Entrance to the Empire State Trail

Hello! I am coming up to New York next weekend to do a self-guided 32 (34?) mile walk around the Manhattan Waterfront Greenway and could use some help ensuring that the pathway is clear.

There is a little trickiness with respect to getting on the Empire State Trail off of Dyckman Street (right in front of The Hudson / Dyckman Marina and across from the CitiBikes station). When I look on google earth, the view of the entrance to the trail stairs to the walkway on the Henry Hudson Parkway seems closed / taped off.

Is there anyone on the ground who can let me know if these stairs are open and the trail along the Parkway is operational? I can adjust and walk down Broadway if needed, but would like to avoid doubling back if I can, daylight is going to be at a premium here!
