Would I win a dispute charge?

So I want to know if I’d win a credit card dispute, I went to a local fair and got tickets to a grandstand event, it got rained out and they cancelled the event. I went to the event office and asked for a refund obviously, only to be told there’s no refunds and it says it on the bottom of the ticket. If I file a dispute with my bank would I win it? Wouldn’t that be a service not provided? It’s not much money but I’m pissed that they can cancel it and not give your money back
