Problem with securus?

My boyfriend just got sentenced to 15 months in Worcester County in MA. Luckily I know how securus works and all that cuz he served 3 months a few years ago for the same situation. I won’t go into details about how mad I am for him this is happening this way because we all know how unfair the justice system can be. Anyways. I’m trying to message him on Securus. He comes as an inmate at this place, so booking must already be completed. He hasn’t called me yet, which leads me to believe he isn’t allowed to make any yet. He literally just got sentenced 4 hours ago. But securus is saying “0 stamps available for purchase at Worcester county” every time I try to message him. The Worcester county website says they use securus for calls and message. Why will it not allow me to buy me stamps to message him?
