How does one know if they are really hired in an 1199 hospital in NY?

Is there really a process for this? Or it’s all connection based. As I know a friend of mine who’s a HCW who applied for a position and got accepted (signed offer letter) but is still confused since they had her go through a hole in the needle for the whole process.
