I can't make an account

Tried to create an ubisoft account to play siege. First my email didn't work to make a new account so I had to use a family members email. That didn't work either but I got a different error message. I tried again but without Wi-Fi and for some reason that worked. But then I couldn't log in because "You're blocked from logging in due to repeated failed attempts. Please come back later.".
