Steam account not able to link with Microsoft account

So for the previous closed beta, I wasn't able to connect my Microsoft account to my steam e-day beta, in which I pre-ordered the special edition. I ended up downloading it on Xbox and just progressing on that account so I could play with friends on Xbox. Now that we are in the open beta weekend I'm still having the same issue, but I'm curious now, if I become able to connect my Xbox account to my steam game, will my progress on Xbox get transferred over to steam? And also still receive the pre order bonuses? Or do I need to just pre order on Xbox instead and play there.
