How come the game has such low player count on Steam?

I want to try the game and I thought it was gonna be huge but when I checked steamdb it only has 8k users online which is crazy to me because I expected it to be top 10 since it’s marvel. It had a peak of 24k but it’s kinda underwhelming. Im genuinely curious. Is it because of the launch issues with PC?
