Trouble getting up to pressure

All American 921 with 7 qts of corn. As the title says - it's been 45 min and I'm just hanging at 13lbs pressure. At elevation I need 15 so my pressure cock hasn't wobbled. I'm thinking of cooling down and restarting the canning. So- do I put new lids on?
