Reincarnation and the Souls of Vampires

So, according to the way I am running my game the following things are true;

1. No soul ever leaves barovia. It is simply reborn into the cycle.

2. Vampires die when they are turned and do not have souls.

This simple rule creates a catch 22 for Strahd wherein he cannot just turn Ireena into a vampire (he has in the past and he will never love the vampire version of Tatyana because she doesnt have the soul of his love).

With those rules in mind...

What about the soul of Strahd? Much less the other vampire characters like Ludmilla and Escher if you are making them more important.

Has anyone ever thought about having Strahd's reincarnation in the game?
