Versus mode and shotguns

I am to the gears franchise and I predominantly play on the PC, I tried out the horde mode which I am really liking so far however I then tried the versus mode and I just have a question are the shotguns in gears always been the meta gun to use as when it comes to your main assault rifle the damage on that thing is like your shooting out rubber bullets has it always been like this I am just really curious
