Rockrider EXPL 520 vs Louis Garneau SETTER 9.0 vs Northrock XC29

New to biking and wondering which one should i get.

Garneau Setter 9.0 CAD 563

Or I can get a barely used Rockrider EXPL 520 for CAD 400. (looks brand new)

I am in Toronto, so looking for something thats good for a city ride but can also handle trail and winter.

Should i just go ahead with the cheapest option or it’s worth upgrading? How noticeable is the difference in ride quality between these bikes?
