Costco 2% cash back executive reward

Hello,

I received my 2% cash back in the mail today and went to the warehouse. I bought a cheap item like a watermelon and they told me that they can’t issue me cash for the remaining balance anymore and that it can only be issued via store credit. They said they recently changed it.

Is this true?
