I'm stuck...please help

Just picked up the remaster for SW2 after not playing Oblivion from 20years ago so my memory is very hazy. So after Cloud Ruler Temple, I've run into a bug for the 'Path of Dawn' quest.

Jauffre's marker is showing outside the map in Skyrim. So I went to the Imperial Palace to activate the rune to bypass....It doesn't let me.

So I now go to Lake Arrius Cavern's to bypass that...doesn't let me.

What on earth do I do now?

I've tried all the fast travel/waiting/relaunching game etc.

Since I've been relying on autosaves am I screwed?
