How common is it for other non English speaking countries to expect young kids to attend private English lessons till they achieve a c2 certificate?

Here in Greece it’s very common for kids to start attending private English tutoring lessons,usually starting from the 3rd grade till a B2 (atleast) certificate is achieved.There are various different certificates but the most common ones are LRN,NOCN,Michigan and Cambridge.I was wondering wether this was the case on other countries aswell.
