Can someone help me?? I’m mildly confused.

This is my first time making a bodysheet and it’s gona amazing, I’m just.. confused. The torso I gave goes under the left leg but over the right, so.. what layer do I put the skirt on?? With the torso? The left leg? The right leg?? Inbetween? Do I make it it’s own layer/folder?? I’m on ibis. Also wasn’t sure whether to post this in questions or art.
