weird relationship

theres this girl ive been on and off talking to for a couple of years now, we've been flirting ever since we met and have hinted at a relationship but nowadays every time I suggest we date she somewhat shuts me down and tells me "im more than your friend, but less than your girlfriend" she even tells me she loves me, idk how much closer you can get to a relationship without actually being in one

earlier I met someone else who i felt really attracted to and have the urge to get to know them better but I feel way too much like a cheater. not sure what to do and I feel stuck
