Doesn’t the CW have the opportunity to have an expert evaluate LC?

We know that the defense has had psychiatrists evaluate LC, but I have not heard a thing about the CW having someone evaluate her as well. Doesn’t that usually happen in insanity cases? I am not sure how HIPAA and pleading the 5th works in this situation.
