Repeating plot points

I've recently been reading from a new RPF fandom which is in itself pretty new as well, so I'm not sure if this is this fandom specific, or just maybe a new style that I'm not familiar with, or just maybe new writers. But I've seen at least 2 chapter fics, different authors, where the same scene repeats. So for example, chapter 4 there is a conversation about topic A, and then in chapter 5 the characters again have a conversation about the same subject as if it's brand new information. It's clearly supposed to be a continuation of the scene, but they just ... basically repeat the same thing. The dialogue is not the same, so it's just the same conversation re-written.

The first time I thought I missed something, the 2nd one made me doubt my brain so I went back and read the previous chapter and turns out nope, the brain was still working. I'm not really looking into witch-hunting people on whether or not they use AI so I didn't comment anything, but is this a thing that is common now?
