Any idea of any other way to get the debt?

What is the point of having MoJ in NZ?!

My previous landlord (who later on we realized he was not a landlord!) was ordered by tenancy court to pay us 4100$ nearly 1 year and 9 months ago!! I went to debt collection agency to start the process as there was no way of getting money myself. The called emailed and finally has done order attachment maybe 3 times. Not successful! This just added to his debt as debt collection agency told me all of these will be added to the debt.

(The original debt was less than that really but the court mentioned that dues to the problems he caused me they ordered that amount)

I am just surprised how soft is the law in NZ at least in this matter. Is there anyone with similar experience before that guide me?
