Trackbuilder gone with new update? Please Help

After the 0.39 update, I can’t figure out how to access TrackBuilder from free roam, or how to use TrackBuilder on any other map besides “light city”.

Is this option completely gone now? Anyone who can help me, please help. This was honestly the main aspect of the game that I enjoyed and it’s frustrating me to no end.
