Insurance states total loss

I posted recently, but here are the updated numbers

ACV $29,793

Salvage Recovery $8,938.00

Repair Estimate: $16,887

What I don't understand is there are some parts the estimate states need to be replaced, but don't. FYI, my background is as a mechanic. What is my best path to get them to fix my car, there is no reason this should be a total and the repair costs that high other than for the airbag modules and the safety requirements like seatbelts. For example some of the damages were already there before the accident like the left fender cover. Is there a private party I can hire to look at this or a shop of my choice.
